Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

PPRD East 2 Programme is organising a series of national and regional Table Top Exercises (TTX) to promote the integration of the EU Host Nation Support Guidelines into the national civil protection system and to enhance inter-institutional cooperation with regards to requesting civil protection assistance.

A dedicated TTX is being organised in each Partner Country. All national institutions and agencies involved in disaster response and host nation support activities will gather in the national 24/7 operational crisis/emergency management centre and simulate, on the background of a potential disaster scenario, the activation of inter-institutional host nation support mechanisms according to the EU Guidelines to facilitate the access and deployment of international assistance. PPRD East 2 experts will guide and monitor the discussions and assist in the formulation of Standard Operating Procedures. These discussions will include lessons learned, the analysis of problems and recommendations for further follow-up at the national level.

In the 2nd half of the Programme implementation, PPRD East 2 will also organise a regional Table Top Exercise involving all six Partner Countries, the Emergency Response Coordination Centre (ERCC) of the Union Civil Protection Mechanism and the crisis management centres of one or two countries participating in the Mechanism. A complex disaster scenario will provide the background to the simulation of multi-national mechanisms for the request, negotiation and delivery of assistance to the affected country or countries including communication and coordination arrangements. The dual focus of the exercise will be the implementation of Host Nation Support actions and the efficient exchange of communications between participating countries and with the ERCC, so as to ensure that disaster response operations proceed smoothly: either by the country receiving assistance or by the countries that will provide logistic support (airport, port) or by the countries that need to be crossed for bringing assistance to the affected state.

Also in this case, TTX conclusions and recommendations will prepare for further follow up at regional level.
