Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

EU-funded Flagship Initiative increasing disaster risk management capacities in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

One of the key elements of the PPRD East 2 Programme is the development and enhancement of Host Nation Support (HNS) arrangements in Partner Countries. Experience from recent disasters, including the forest fires in Georgia 2017, demonstrated that arrangements for the reception and employment of incoming international assistance pre-planned by the disaster stricken country contribute greatly to the efficiency and effectiveness of the rescue operation.

The highly successful inaugural meeting of the Azeri Host Nation Support Working Group (HNS WG) which was held on 4 October 2018 in Baku will be followed by its 2nd meeting which was held in Baku on 22 January 2019. Experts from all HNS related Ministries, governmental agencies and organizations will with support of the PPRD East 2 experts discussed which national legislation need to be revised and adjusted from the HNS perspective, and how to develop HNS Standard Operating Procedures (HNS SOPs) which are to be drafted in compliance with the EU HNS Guidelines.
