One of the key elements of the PPRD East 2 Programme is the enhancement of the Host Nation Support (HNS) arrangements in the Partner Countries. Experience from the recent disasters, including the forest fires in Georgia in 2017, demonstrated that arrangements for the reception and employment of incoming assistance pre-planned by the disaster-stricken country contribute greatly to the efficiency of the operation.
Following the previous national HNS Table-Top exercise (TTX), regional TTX and full-scale field exercise EU MOLDEX 2017, all conducted within the PPRD East 2 in the period 2016 – 2017, respectively; the PPRD East 2 Programme together with the Ministry of Emergency Situations (MES) of the Republic of Belarus agreed to organise yet another HNS TTX to test the draft of the national Regulations on the Procedures for the Provision of Host Nation Support by the Republic of Belarus during Emergencies.
The scenario of the table-top exercise was based on floods occurring on the territory of the Republic of Belarus of such a scale that will trigger a need to request international assistance. The objective of the HNS TTX was to engage all national HNS stakeholders to jointly debate and assess all respective HNS procedures – from the initial stages of the emergency to the arrival of the international rescue teams to the territory of Belarus. The exercise was followed by a discussion where all participants will be given the opportunity to analyse the lessons learnt during the exercise. This feedback will serve for further improvement of the HNS system in Belarus.
The Host Nation Support Table-Top exercise was conducted in the Republican Center of Emergency Management and Response of the MES on 13 March 2019 in Minsk, Belarus.
