Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

EU-funded Flagship Initiative increasing disaster risk management capacities in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

One of the key elements of the PPRD East 2 Programme is the development and enhancement of Host Nation Support (HNS) arrangements in Partner Countries. Experience from recent disasters, including the forest fires in Georgia 2017, demonstrated that arrangements pre-planned by the disaster stricken country for the reception and employment of incoming assistance contribute greatly to the efficiency of the operation.

The PPRD East 2 Programme actively supports Partner Countries in development and adoption of their national legislation for HNS. The development of the PCs’ national HNS legislation is done by national working groups/country teams on HNS. Inaugural meeting of the Azeri HNS WG was held on 4 October 2018 in Baku. The PPRD East 2 experts participated at the meeting to support the national efforts and to ensure that the development of the AZ HNS legislation will be coherent with the existing EU HNS Guidelines and good practises.
