Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

EU-funded Flagship Initiative increasing disaster risk management capacities in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

As a follow-up to the national Table-Top Exercises, conducted individually for each Partner Country in late 2015 and the first half of 2016, a Regional Table-Top Exercise was conducted on 28-29 March 2017. This exercise linked together the crisis management centres of the six Partner Countries, a few states participating in the Union Civil Protection Mechanism (Czech Republic, Denmark and Romania), and the Emergency Response Coordination Centre (ERCC) in Brussels.

The purpose of the Regional TTX was to test the communication skills and capacities, and exchange of information in a simulated situation when civil protection assistance is requested by two or more Partner Countries. Emphasis was again placed on arrangements for Host Nation Support, but also on information management and emergency communications. Although the Partner Countries commonly communicate in Russian, the exercise was kept in English as the common language for disaster relief coordination. To ensure the success of the exercise, one PPRD East 2 expert was working with each of the Partner Countries during the exercise.

After the exercise, a Lessons Learned meeting was conducted, with an aim to use the exercise experience and update national Standing Operational Procedures (SOPs) in all six Partner Countries.
