Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

The conclusion of the Civil Protection Training Programme within PPRD East 2 was the full scale field exercise with the participation of rescue teams from each of the six Partner Countries, as well as civil protection experts from Participating States to the Union Civil Protection Mechanism (Czech Republic, Denmark and Romania), EU Civil Protection Team and other professionals. An Observers’ EUDANEX 109Programme was organised.

The purpose of the full scale field exercise was to test the ability of the participating teams to work together and solve rescue tasks in cooperation with teams from other countries. The emphasis was placed on international cooperation, but the exercise also provided the opportunity for the host country to engage its host nation support capacities.

The exercise took place in Moldova starting on 18 September 2017. The scenario included an earthquake causing building collapse and rupture of a dam leading to floods. It also included a transport accident with hazardous chemicals. The exercise planning was initiated by a Lessons Learnt Workshop in Minsk on 27-28 September 2016. Detailed planning was conducted at a first Planning Conference on 1-2 March 2017 and a second Planning Conference on 14-15 June 2017. The exercise will be followed by a lessons learned conference to ensure that the experience gained during the exercise is incorporated in the national civil protection systems of all six PPRD East 2 Partner Countries.
