The European Neighbourhood Policy established a common framework of relations between the Union and 16 of its closest Southern and Eastern neighbours. Its financial instrument, the European Neighbourhood Instrument (ENI), provides assistance of € 15.4 billion for the period 2014-2020. Part of this assistance is used to strengthen civil protection capacities of partner countries. It is channelled via regional flagship programmes, namely:
- The ‘Euromed programme for the Prevention, Preparedness and Response to natural and man-made Disasters’ (PPRD South) covers the Southern Mediterranean partners. After the second phase of the programme (€ 5 million, 2013-2016), a third phase is under preparation.
- The ‘Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries’ (PPRD East), in its second phase (€ 5.5 million, 2014-2018), covers the six Eastern ENP countries. It provides Partner Countries with technical assistance to improve their disaster risk management policies.
