Prevention, Preparedness and Response to Natural and Man-made Disasters in the Eastern Partnership Countries

EU-funded Flagship Initiative increasing disaster risk management capacities in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

Following the assessments undertaken within the PPRD East 2 Programme in 2015 on volunteerism in civil protection and disaster risk management, sets of recommendations were developed for all six Partner Countries. Belarus, Moldova and Ukraine agreed to further address volunteerism in disaster risk management within the Programme, as one of their main priorities for the further development of their civil protection systems, and  to develop national legal and institutional framework for civil protection volunteerism.

The civil protection volunteerism is implemented within the PPRD East 2 Programme at two levels – regional and national. At the regional level, the Study tour to Finland and Denmark has been organised in September 2016 providing participants with the insight and experience on organisation and functioning of civil protection volunteerism in these two European countries.

At the national level, a national Working Group on Civil Protection Volunteerism (CPV WG) has been established in Belarus with an objective to develop a law on volunteerism in civil protection activities, as well as a database of volunteers and volunteering organisations.

The first meeting of the Belarusian CPV WG meeting was held on 02 December 2016 in Minsk.
