The 1st meeting of the Steering Committee, the strategic decision-making body of the PPRD East 2 Programme, was organized on 24 March 2015 in Kyiv, Ukraine. The main aim of the meeting was to review, provide comments and suggestions, and to endorse and adopt the PPRD East 2 Work Plan. The draft Work Plan was pre-approved by the EU and was accepted at the National Programme Coordinators’ meeting organised on 23 March 2015 also in Kyiv. In addition, the Steering Committee meeting was used to provide an overview of other EU initiatives that might provide additional support to Easter Partnership Countries thus ensuring synergy and avoiding duplication of efforts.
In total, 42 people attended the meeting, representing the EC, all six Partner Countries, three Member States, two EU funded initiatives, the Consortium and the Programme Team. Mr Jean-François Moret, Attaché – Sector Manager Energy, Environment, Green Economy, Civil Protection from the Directorate-General for Neighbourhood and Enlargement Negotiations and Mr Hans Das, Director from the Humanitarian Aid and Civil Protection Directorate-General of the European Commission, opened the meeting.
EC representatives pointed out that the PPRD East 2 is one of the Flagship Initiatives of the Eastern Partnership, and the only regional Programme addressing civil protection and disaster risk management in the Eastern Partnership region. For the successful implementation of the PPRD East 2, the importance of continuity between the two phases of the PPRD East Programme has been emphasized, as well as the trust established between the partners during the Phase 1.
Representatives of all six Partner Countries confirmed their full commitment to the Programme. They expressed appreciation for incorporation in the Work Plan their suggestions communicated to the PPRD East 2 Programme Team during the inception phase.All six Partner Countries have supported the presented draft Work Plan, so at the end of the meeting, the Steering Committee has officially approved presented PPRD East 2 Work Plan.
